Para gerir uma administração eficiente, o gestor público tem que se basear nos princípios que dão as idéias centrais de um sistema, ao qual dão segue um sentido lógico, harmonioso, racional, permitindo a compreensão de seu modo de organizar-se. A enunciação dos princípios de um sistema tem a utilidade de ajudar o ato de conhecimento do sistema orçamentário, que ordena suas ações que tragam de fato o bem-estar da coletividade.
É inegável que os princípios determinam o alcance e sentido das ações concretas a qualidade de vida dos ludovicenses está sem rumo e desordenada, com isso, o povo não ver as promessas asseguradas por Castelo em 2008. Na verdade, ficou o dito pelo não dito, e com certeza ele pedirá mais quatro anos para colocar tudo em prática. Isso fica por conta do eleitor!!!.
Temos visto que o governo Castelo está arraigado à burocracia, gerando um mau gasto com os recursos que arrecada e tem grande dificuldade para solucionar os problemas relativos à eficiência e eficácia das suas ações em benefício do cidadão-contribuinte, pois a prática indica que as forças negativas são superiores às forças propulsoras da modernidade.
Saliente-se que as secretarias não são geridas por seus titulares, ficando centralizado no Prefeito João Castelo e de sua filha, a deputada Gardeninha Castelo. Ambos precisam se conscientizar que no exercício do poder não há qualquer direito subjetivo, mas sim o dever de atuar conforme a competência de cada um de seus auxiliares. Caso contrário se torna uma gestão caolha, como a que estamos vendo.
Castelo e sua equipe devem administrar e agir em conformidade com o ordenamento, com moral administrativo e com o princípio da boa administração pública.
Portanto, acorda Castelo… Ainda há tempo para trabalhar em prol do povo.
