Verba para construção de quadras poliesportivas é uma das rubricas mais comuns nas emendas parlamentares
Foco dos mais recentes escândalos de desvios de dinheiro público, os ministérios do Esporte e do Turismo receberam mais dinheiro de emendas parlamentares do que áreas sensíveis, como Educação e Saúde em 2011. As duas pastas que concentram obras construção de quadras poliesportivas e feiras de turismo absorveram pouco mais de R$ 2 bilhões de recursos de deputados e senadores, superando em cerca de R$ 400 milhões aplicações nos ministério da Saúde, da Educação e em instituições de ensino superior e técnico federais.
A explicação é que as pastas de Esporte e Turismo se especializaram na celeridade para a liberação de emendas — a maneira mais rápida para os congressistas apresentarem ao curral eleitoral a realização de algum feito durante o mandato. Os valores se limitam às emendas individuais e excluem as de bancadas e de comissão. Desde o governo do ex-presidente Luiz Inácio Lula da Silva, os dois órgãos conseguem engordar seus irrisórios orçamentos com as emendas.
Os deputados e senadores preferem investir em projetos de esporte e de lazer do que na qualificação de escolas, atenção básica em saúde e habitação de interesse social, de acordo com levantamento da consultoria de Orçamento da Câmara. O programa que mais recebeu dinheiro no Orçamento, levando-se em conta todas as emendas, é o Turismo social no Brasil: uma viagem de inclusão, com R$ 6,1 bilhões. Na educação, o programa Qualidade na escola levou R$ 1,2 bilhão. Já na Saúde, o campeão ainda é o Assistência ambulatorial e hospitalar especializada, com R$ 7,1 bilhões. Essa última rubrica foi alvo de desvios no escândalo dos sanguessugas.
A discrepância de valores se torna mais gritante na estratégia de parlamentares de não concluir a construção de uma quadra, por exemplo, num único ano. A obra, muitas vezes, acaba se estendendo durante todo o mandato do deputado ou senador.
Por enquanto, as emendas não estão sendo executadas, não por conta de irregularidades, mas devido ao corte de R$ 50 bilhões nos gastos públicos. O fato é que a radiografia das emendas de 2011 se repete de 2008 em diante. A liberação do dinheiro de Saúde e Educação não poderá ser contingenciada, mas a execução nos últimos anos ocorreu de forma mais morosa do que a de Esporte e Turismo, por isso a preferência dos parlamentares. Só que neste ano, com a redução das despesas, serão projetos educacionais e de saúde os que terão dinheiro liberado. Toda a verba de emendas foram bloqueadas e ainda não há previsão se sairá dos cofres públicos.
