Por exemplo, os países que apresentam as maiores notas no PISA: Finlândia, Coréia do Sul e Japão, tem uma carga horária menor do que Portugal, Itália, México, etc, que tem mais horas de estudo.
Os especialistas justificam que os países de notas mais altas, são aqueles que passam pelo fortalecimento do subsistema cultural. Isso significa investir consistentemente em opções culturais, algo que na maioria dos países do mundo exige a participação governamental. No caso da Finlândia, o apoio por parte do Estado é decisivo para formar uma rede de bibliotecas bem equipadas e financiar fundações musicais e de dança.
No modelo educacional brasileiro, vivemos um período de constantes mudanças e ajustes educacionais que ainda não foram suficientes para emitirem um resultado do ponto de vista qualitativo para educação. É certo que do ponto de vista quantitativo os resultados podem ser contabilizados: redução nas taxas de analfabetismo; mais jovens concluindo o ensino médio; mais jovens ingressando nas Universidades (Valor dos programas criados para este aumento), etc.
