O sinal verde para o concurso do Senado Federal ainda depende da aprovação da reforma administrativa em discussão na Comissão de Constituição e Justiça (CCJ), mas, para muitos candidatos, a disputa começou há quase três anos, logo depois que o resultado do certame de 2008 foi divulgado. A Casa Legislativa ocupa lugar de destaque na lista dos órgãos públicos mais cobiçados pelos concurseiros, com salários que podem chegar a R$ 20.900,13 para analista e R$ 16.563,02 para técnico. Na última seleção, organizada pela Fundação Getulio Vargas (FGV), a relação candidato/vaga chegou a quatro dígitos em determinadas funções — para o cargo de policial legislativo federal, por exemplo, foi de 1.196,50. Por isso, alunos e professores dos cursos preparatórios não duvidam: a seleção desta vez será ainda mais acirrada e com um grau maior de exigência.
“É importantíssimo que o candidato esteja por dentro dos assuntos discutidos no âmbito do Senado e da Câmara dos Deputados. As perguntas discursivas exigem tanto o domínio do português quanto do objeto explorado. Quem não conhece bem a língua não consegue discorrer bem, não sabe organizar o pensamento e não tem clareza na escrita”, assegura especialista. Para as questões de interpretação de texto, Dino sugere que o candidato sempre leia o enunciado antes.
Especialistas dizem que os concurseiros devem atentar para pontos como os princípios, a organização administrativa do Estado, os atos e as modalidades de contratos. A dica é procurar um bom material e fazer exercícios relacionados a tais tópicos. “Candidatos que nunca tiveram contato com esse assunto, geralmente, encontram dificuldade em relação à terminologia e aos conceitos jurídicos. A matéria em si é simples, mas a concorrência é alta e o nível de exigência também. Sugiro que o candidato resolva as provas anteriores para ter uma noção”, indica.
Segundo informações da Agência Senado, a previsão é que o novo concurso disponibilize 180 vagas, incluindo formação de cadastro de reserva. A diretoria-geral do Senado estima que entre 300 a 400 servidores terão se aposentado até o fim deste ano. No último concurso, foram disponibilizadas 70 chances para analista e técnico legislativo em diversas áreas. À época, o exame foi composto por 80 perguntas objetivas para graduados e 70 para nível médio, além de questões discursivas nos dois casos. Foram cobradas disciplinas como língua portuguesa, inglês, espanhol, noções de informática, conhecimentos gerais e específicos.
Como podemos ver, um candidato não pode deixar de saber que existem três esferas governamentais independentes, que dispensa de licitação não pode ser confundida com “sem licitação”, que recursos federais são fiscalizados por órgãos fiscalizadores federais, tais como TCU, CGU, MPF, que resenha de Diários Oficiais não expressam tudo que gerou uma licitação, um contrato, uma inexigibilidade, uma dispensa de licitação etc. É preciso apreciar o processo de capa a capa, caso contrário fica num debate dentro do senso comum, pois desconhece por completo as justificativas e os pareceres técnicos…
